Life Orb Venusaur has become nearly universal this season, and here it's specifically the answer to Mega Floette, a matchup that would otherwise trouble Mega Scrafty. Sludge Bomb hits Floette and other Fairies hard, and paired with Helping Hand from Torkoal it can scare the Pokemon away outright rather than trade with it. Modest with max Special Attack and Speed, boosted further by Chlorophyll under the team's own Sun, makes it one of the fastest attackers on the field.
