Levitate keeps it safe from Ground coverage. Modest nature with maxed Speed and heavy Special Attack lets Draco Meteor threaten rival Dragons like Garchomp while Dark Pulse provides reliable neutral damage. Snarl cuts opposing Special Attack to blunt setup sweepers before they snowball, and Heat Wave turns explosive alongside Charizard's Sun. The remaining points sit in HP and Defense so it survives a max Attack Jolly Garchomp's Dragon Claw.
