This Basculegion runs Swift Swim instead of the more common Adaptability, a choice most opponents don't expect given how good Adaptability already is on this Pokemon. Under the team's near-constant Rain, that Swift Swim makes it one of the fastest attackers on the field without needing a Choice item. Life Orb adds extra damage to Wave Crash and Last Respects, and Adamant with max Speed and a bulkier secondary spread keeps it both fast and durable through a long game.
