Focus Sash guarantees it survives at least one hit to set Tailwind, while Jolly with maxed Attack and Speed lets it threaten real damage with Rock Slide spread and Dual Wingbeat. The combination of Tailwind and Volcarona's own speed from Quiver Dance creates compounding speed advantage that overwhelms most opponents trying to outpace the team's sweeper.
